11/04 呂慶龍大使 Amb. Michel Ching-long Lu
心中有台灣
呂慶龍，這位將畢生奉獻給台灣外交的男子，在這場演講中將告訴我們法國在這場防疫戰中，如何結合自己的能力與人文，守住國家。
呂慶龍大使在派駐法國期間，發揮其個人風格，四處拍攝美麗的景象，並且在各種場合大力推廣台灣文化，最著名的便是呂大使的布袋戲，當天呂大使還開玩笑說:「我只在有外國人的場合表演布袋戲!」，雖然我是無緣看到呂大使現場表演，但從大使說的每一個故事中，可以一窺在這次疫情中法國的另一個面貌。
在2020的10月中，由於單日確診人數沒有趨緩，法國二度實施宵禁。根據諾貝爾生理或醫學獎得主列表中，法國總共出過10多位得主，且大部分得獎研究主題皆與病毒、免疫等相關範圍有關，為何在這次應變上會演變成二度宵禁的局面?由呂大使的演講中，提到法國以菁英治國，因此民眾的生活皆照著政府規劃，但由於文化習慣，法國人的近距離的擁抱與親吻的打招呼方式、歐猛的自由通行，以及口罩不足與世界衛生組織的政令，讓法國在最初14天沒有控制住，因而疫情爆發，造成第一次封城；之後在沒有趨緩的情況下，因為經濟已經受到嚴重衝擊，法國人反應更加激烈，因此在馬克宏所說:「面對看不見的敵人」，實施了第二次封城，並且強制佩戴口罩。
由法國的防疫始末可以知道，在這場防疫戰中，不是只有醫療技術主導，很多人文、經濟等不同面向的因素，交織出屬於每一個地區的防疫戰術。
Keep Taiwan in mind
Michel Ching-long Lu, who devoted his life to the diplomacy of Taiwan, will tell us how France performed in order to protect the country.
The Lu shoe his personal style in the period of being the ambassador in France. He has taken a lot of photos of the scenario there, marketed Taiwan in every place. While the most popular one is his puppet show that he said ‘’ I only perform the puppet when there are foreigners.’’ In the speech that day. Though I have no fortune to see the Lu’s performance, I still learned the different face of France this time.
In the middle of the October, 2020, as the situation of the pandemic in France has not slowed down, the government declared the second lock down of the whole country. It is a question that why the country faces the second lock down in the pandemic as there were more than 10 experts who gained Nobel Prize in the investigation field of immune system and virus. The reason the Lu told us was that the whole country is governed by elites, so the public live with the regulation. On the other hand, their people used to hug and kiss each other to show manners in short distance, so that the habits cause the risk of infect the virus.
Furthermore, France hasn’t controlled the disease in the first 14 days because of the shortage of masks, the WHO’s policies, and the free entrance of the EU. Hence, in the second peak of the pandemic, the economy of France was hit seriously and it made the people been fiercer to the response measures of governments. Accordingly, the Macron has said ‘’ the invisible enemy’’ to describe the virus, and he implemented the second lock down and asked everyone to wear masks.
In the end, we can learn the story of the way how France deal with the battle of corona virus. In conclusion, a measure of facing the pandemic of a country is not only depend on the medical technique but the culture and other elements as well. And those differences will compose various kinds of the solution to deal the hardship among different countries.
